Moe’s Group is a private label and contract manufacturer of haircare, formulating and producing shampoos, conditioners, scalp treatments and styling products for beauty brands. We handle formulation, filling, packaging and compliance end to end.
Haircare formats we manufacture
- Shampoos — sulphate-free, syndet and traditional surfactant systems.
- Conditioners and masks — rinse-out, leave-in and deep treatment viscosities.
- Scalp serums and treatments — leave-on actives for scalp health and density.
- Hair oils — lightweight and rich blends.
- Styling products — creams, gels and finishing formats.
Custom haircare development
Bring a formula to scale or a concept to build. See custom hair care manufacturing and development for how projects run.
Peptide and active haircare
Copper peptides are among the most requested scalp actives. See our copper peptide scalp serum manufacturing, and our ingredients for the wider active list.
Tallow haircare
Beef tallow is increasingly used in cleansing and conditioning formats. See beef tallow shampoo manufacturing.
Formulation and development
Haircare formulation differs from skincare in surfactant chemistry, preservation and pH. Our chemists handle all three — see formulation.
Compliance
See ISO 22716 vs cGMP vs FDA registration and our certifications.
Packaging and private label
Bottles, pumps, tubes, sachets and jars — see cosmetic packaging and beauty private labeling.

Other categories we manufacture
We also run dedicated skincare and bodycare manufacturing lines. Many brands launch across more than one category, and we can formulate a consistent range across all three.
Haircare formulation is not skincare formulation
Hair products run on different chemistry. Cleansers depend on surfactant selection and the balance between foam, mildness and deposition. Conditioners rely on cationic systems that adsorb to damaged hair. pH windows are tighter, and preservation has to survive a wet shower environment. Our chemists formulate for all three constraints rather than adapting a skincare base.
Minimum order quantities and scaling
We run from pilot batches through to high-volume production, so a brand can validate a formula before committing to volume. If you are launching a first product, tell us the volume you can realistically move in the first quarter and we will advise the batch size that makes sense rather than the one that fills a tank.
Development timelines
A straightforward reformulation of an existing brief moves faster than a from-scratch development that needs stability and preservative efficacy testing. Both are normal; the difference is weeks, not months. We will tell you which one you are asking for at the quoting stage.
Testing and stability
Every formula goes through stability and compatibility testing against its intended packaging before production. Surfactant systems in particular can behave differently in a bottle than in a beaker, so packaging is chosen alongside the formula rather than after it.
